Is TechLevel ignored in Skirmish games?

As we all know, there is no TechLevel slider in RA2/YR, and TechnoTypes are accessible to every House in a Skirmish/MP match, regardless of their TechLevel, as long as it is not -1.

Is TechLevel simply ignored for TechnoTypes in Skirmish? Or is it checked, but the TechLevel for each House simply set to some arbitrary high value that exceeds the TechLevel of all TechnoTypes, thus making them all accessible?

(Accessible TechnoTypes are restricted in missions, but I'm not sure whether that is due to House TechLevel being too low, or because the people at EA customized those TechnoTypes (e.g. by setting the TechLevel to -1) in the map files to make them inaccessible. Since I don't know which one of these it is, I can't use that as an indicator of what might be going on in the Skirmish maps.)

As I remember, [MultiplayerDialogSettings] -> TechLevel=10 is used for MP. YR Client or based mods can make it selectable.

SP maps, Player house level is used. There may be special cases to use -1 for technos too.
