Sometime ago I read about a modder who managed to recreate the moving cloud shadows over the ground effect found in Generals.

I would like to know how to code this but also is there a way to add atmospheric fog effects like this gloomy snow atmosphere thats found in the game earth 2150 lost souls like in the screenshots ?

Fog that actually recedes as you move into it, and comes back to cover areas you leave? I think maybe reactivating the FogOfWar feature and some editing to the fog.shp (making it brighten areas instead of darkening them) could work.

As for clouds, it depends on where you want them. Are we talking about a custom map? Or something the map generator is supposed to include in maps it generates?

You need ReShade (very GPU intensive) to add atmosphere to RA2, there are Z depth shaders but I don't think any are public. For dynamic clouds, water and custom laser/lightning shapes via textures you can use a chinese modified ReShade that is run with Syringe but it disables several Ares hooks. (refer to ModHaven or RA2DIY)

Guessing you don't use Ares still so using ReShade might prove difficult too.

This ReShade example is from the TC team, not a public release but amazing display regardless.

There are also ways to have fixed cloud shadows on the ground using alpha images attached to buildings placed on a map or invisible terrain objects. The alphas can be absolutely huge, several hundred megabytes to cover a decent part of the map.

A good 3D cloud rendering program that can generate and collapse cloud formations in the course of an entire animation, that might work well though, using transparency settings. A few variants placed at key points on the map could add a little dynamism to otherwise open terrain.

The moving clouds look nice but not like in Generals. I really do like the prolonged laser and the blooming effects as well as the ship trails.
