few days ago a guy using (payed) ai managed to make
online version of Adobe Photoshop

do you think soon it will be possible or even now ?
to generate modern TibSun (like C&C remastered) in
bigger resolutions better animations and hopefully INI editing ?

Maybe, but you cant just take a random AI and tell it to make "TibSun HD". You'd have to spend a lot of time collecting data and artwork to train the AI first and then go though many rounds of iteration to get anything usable.
