This is not a generals editing forums, man. Look at the forum description. Red Generals is a RA2 mod that will have most of Generals's features and units in it.

But u can't have upgrades in RA2 and on there site it says - Upgrades?

Who says you cant have upgrades in RA2? Some TS logic still lives in Red Alert 2. They are doing a hard core research in the RA2 Battle Lab forums about it and much more stuff.

Renegade Modding Tools in Renegade site (the .w3d format from Renegade is pratically the same than the .w3d format from Generals), XCC Mixer 1.23, Final BIG and .BIG POP that opens .big files can be found in the XCC homepage, Matze's site and in many Generals fan sites and the World Builder opens .scb files and the maps as well and it comes with Generals.
