just make a bink file, you don't ask these question on a RA2 forum, you ask the people who make custom bink videos.

The only other issue is add 100 to the sound quality so that you can hear sound in RA2

Also you PLEASE not ask name the titles of your work with stupid encryptions which are confusing and instead just state? How do you make completly new bink files which are not ripped?
