XWIS is fully back.
According to official words, XWIS server received a denial of service attack (was hacked) in this weekend and their host was very slow to respond to this attack. They are already taking actions to avoid future actions like this. Here's what DonCarlo said:

"A combination of a few things happened this weekend, all of which were beyond our control.
This is no excuse though we are going to be working through some things with EA to ensure greater server security, stability and a faster response from the hosts when things need to be done.
We apologise for the long delay this weekend. We are aware it was a very bad time to have such a long outage at both the weekend and end of the month.
But please be aware that it was a very frustrating time for us too and not a situation we would like to see repeated."

"The events of this weekend were caused by a combination of malicious activity and slow response from our host.
Steps are being taken to make sure this does not happen again.
In order that players could get online the games were redirected to temporary servers, however the ladders could not be transferred.
Ra2 and YR ladders are now partially functional, although the reboot means that not all games are counting, this will be fixed later today.
Tiberian Sun is partially redirected as WOL was down, but the ladder is not yet transferred to the new dedicated Tiberian Sun server. This will be done soon, and all TS players consolidated on one server.
Strike Team site and forum will be down for approximately 1 hour today whilst it is moved to a different server.
This is a vital security measure.
Sorry for the inconveniences and please bear with us whilst this is all resolved"
