I'm sure this is probally pretty much impossible, but is there a way to implement the power toggle button without hacking the exe?

Button, no. Superweapon, partially (Action=PowerToggle). Be advised that the game allows you to click such a superweapon anywhere, but clicking it NOT on a building causes IEs.

I have studied this before, and I think it might be worth implementing it into the advanced command bar, instead of the button technique. The only problem is, we don't know how to put any actions in the command bar that aren't already designed for the command bar.

you can't.
the ones you can add in uimd.ini are all of them.

Bout the IE on power toggle, sounds easy to fix it (I actually just need a generated except), but not without hacking of course.
However this could be really interesting to me anyway since I could see how Actions are linked to something (not only SWs but also functions like this power toggle, or sell, repair etc).
