Couldn't you simply try before asking? Yes you can, those railgun weapons from TS are still in the rules even.

How the hell did you come to that conclusion ?
No essentially RA2 is not just a mod of TS Neutral

Well they did reuse the rules.ini, and they both have the same engine. RA2 just has better graphics and a better interface. So it is essentially its a Total Conversion. A very well thought out Total Conversion that replaced everything with better stuff.

They also extended the engine a lot, allowing for features that were not possible in TS...

Many games and game sequals use the same engine or similar (modified engine) its common place in the games industry
Going as far as to say they are simply mods of one another is incorrect However I do see you direction of thinking, esentially TS and RA2 are the same game

However if you looked at things like this it would mean...

Command & Conquer 3 "Tiberium Wars" is essentially just a total conversion of C&C Generals

Half-Life is essentially just a total conversion of Quake (uses highly modified engine)

Red Alert 1 also used the Rules.ini (does this make TS essentially a mod for RA1??)
