Is that possible that somone will repalce the korean loading screen with this one?
And then send me the Expandxx.mix because i have problem with saving this as SHP file.

If I remember correctly, RA2 doesn't support indiviudal palettes for seperate load screens e.g. all allied load screens use one pal but this was fixed in YR so no point doing cos if I did it would mess up the pals of the others.

There is but you have to the loading screen palette that all others use in RA2. Apply the palette, convert to SHP (TS) and put it in your expand mix.

How to do this? I mean i tried to convert the gif and the bmp into shp... But had problems.
Can you tell me how to do this?

convert it to jpeg then give it a name like 0000 it has to be like that! then in the shp builder go under import/image to shp and find your jepg 0000 and bam instant conversion

DO NOT use JPG. Use PCX, RA2's standard format.
Copy the palette for your respective program (easiest is PSP) and apply the palette to your PCX file. Convert using the XCC Mixer and put it in your mix file.

u need to covert it to the pal u made ... or the pal ra2 allied loading screens use since you are modding ra2
