I reccomend you look at the TUTORIALS first, have a proper title and speak to us civilised, not 'OH GOD HELP ME!'. Because that attitude gets you nowhere. Without a doubt this post will end up in the crap forum. If you can't grasp this then we can't help you. A model answer would be:

'Hey! I'm new to modding, however I don't know how these things work to be honest, can anyone direct me to tutorials or offer a helping hand? Thanks, strikes'.

Immediately to some, this classes you as a 'noob' something which you do not want to be, trust me. Checking your spelling and grammar goes a long way on the forums, and also, wheres the rush? Take your time, its not like everyone needs to see your message now, so just go through and work it.

I would direct you here: http://www.ppmsite.com/forum/index.php?f=31 first. Look through the list, theres bound to be a 'my first tank' tutorial for coding units. VXLSE3 is your voxel making tool, but be advised people want quality work, so you have to put in about 4-6 weeks or so work on one voxel, and if it looks bad you still have to keep practising. Buildings are best done in 3DS Max, a pain in the butt to get and also costs a lot of money, but by this you can make professional buildings (90% of all cut and paste is trash), a good imagination is needed to work SHP Builder to make custom infantry, so by doing every frame by hand looks good, you have to make sure it works well (once again about another 4-6 weeks in mastering this). If you have 3DS Max then you may not need SHP Builder's creation tools although in some cases it helps (via importing, etc).

Modding is a commitment, you have to pay the price for all this you know, but the end results show themselves. Now if you are on about another half assed mod with RA2 with another bland imbalanced unit (which in many cases do not fit the style of the side, examples being Attack Dogs for Yuri, Yuri getting a super heavy tank that is just plainly not needed in current YR builds) and just to label it RA2: Annihilation or RA2: Yuri Strikes Back then we can't help you, people here don't want to see that/aren't interested. Others like this have done it before and those results do speak for themselves, so if you want to mod, have some knowledge of what you are doing or about to take.

second thing i have 3d max but i dont know how to use it
and i have some voxels file but i dont know how to use them too

Get XCC Mixer (find it), get patch for YR, extract rulesmd.ini from expand01 file of patch, same with artmd.ini, read. Look on those tutorials before you ask someone to tell you what's inside them. Then go to

The first thing you should do is take XCC mixer and search around abit
in the mix files til you find the rules.ini, extract it to the RA2 directory,
and try editing a couple units first. then check and see if they work by
playing the game. once youve done that, try adding a new unit by going
to the unittypes list, go to the last number available, i cant remember what
it is, then add a new number like if 100= was the last number put
101=TEST then copy a unit that you want it to be like got to the bottom of
the vehicles and put [TEST] and under that put
image=THEINTERNALNAMEOFTHEUNITYOUWANTITTOLOOKLIKE.
then edit it.
