I pretty much have this figured out ..mostly

except for an error that reads:

"Application failed to start because jpeg62.dll was not found."

and of course the ModName.exe works fine as long as its in the xcc directory..along with jpeg62.dll.

why does this happen?

The new version is a pieve of shit, that's why.
I ran into that error so I got an old version from AG.

Yuo mean old version of the whole utilities package right..because..dll's and such

I now have the old xcc mod creator.....and still have the same problem.

What's so hard to figure out about that? It wants a jpeg*.dll - probably you used a jpeg in your mod launcher, like for the background or buttons, or you left jpegs in the SHP tab to be auto-converted.

Either way, you use jpegs and XCML needs to know how to handle them - so it needs a jpeg*.dll.

Give it to it, or don't. But without it, it won't work.
And just to make this clear, since it looks like you have no idea of this: This is not a bug. This is standard windows application behavior. If you randomly deleted .dlls from your hard drive, you'd get similar "Missing DLL" errors all over the place.

Ren, this never happenen before Olaf compiled the XCC utilities into an installer. I have old versions and they work perfectly, without needing any DLL files.

I don't think you quite get the point. He said, the application demands the .dll if it's not there, and runs fine if it is there, and asked why this is the case.

I explained that.

It is totally irrelevant whether or not this happened before, fact is, both the situation and the solution are simple: For some reason, most probably due to processes connected to .jpg loading/editing, the program wants a jpeg62.dll.

So you basically have two options: Fulfill the requirements of the new version, and enjoy the improvements it might bring, or shy away from it and use an old version.

Whatever you choose, stop behaving like a required .dll is a bug of sorts. Your very own post proves that you have no idea of .dll hell/culture and the requirements of modern, and especially homegrown windows applications.
If the old XCC tools run "without needing any DLL files", as you state so annoyed, explain this to me.

Face it: All Olaf did was using new .dlls for a new version. And you don't have all of them. Get them, or don't. But stop complaining if it doesn't work if you're not willing to fulfill its requirements.

It told you what you need. Now act on it.

as I registered few dll's from this site as it is free...worked in my case Smile
