I've been researching how turret offsets and barrel offsets works on both TS and RA2. If you take a little look at some art.inis from both games, you'll see that you can have these two tags in two ways:

TurretOffset=X

X is the frontal offset, backwards if negative. Or:

TurretOffset=X,Y

In this case, Y is lateral.

The community myths says that the measure of these values are done with leptons, however, for me, it's a myth. This mytical lepton measure that is 1/256th of the cell, if it exists, it isn't used for voxels. It uses the same kind of measures from HVAs and Voxel Bounds and it is affected by a series of factors.

I've started the research HERE on CnC Editing Tools forum, since it affects both TS and RA2. It also allows guests to view and participate from it. Take a read and give me a help. Hopefully, one day, OS Voxel Viewer will be a reliable tool to get your turret offset values.
