Cameo Palette all messed up

Why is the cameo palette all messed up when I open it in the palette editor? The colors are all over the place. I need to edit this decently.

Don't try to edit your cameo using the cameo palette because you'll go mad trying to choose the right colors.
1.) To edit cameos decently, edit them first using the normal palette. That is, the ISOTEM or UNIT palettes.

2.)Once done, convert your cameo's organized ISOTEM ir UNIT palette into a cameo palette.

3.)This can be done by clicking on the 'color conversion' tab (the one with the gray square over the black square icon on the tools interface).

4.)A window will appear; on the lower left hand corner of the new window are selections that say 'replacement options' click on palette conversion.

5.)Then the right hand side of the window will change options, click on browse.

6.)there will be several folders that contain the specific palette schemes for their respective games. If your cameo's for TS, open TS if it's RA2, open RA2.

7.)once the appropriate folder's been opened, select the CAMEO palette scheme

8.)your cameo will appear uberly messed up with orange and random colors everywhere but don't worry, that's just how cameos should appear when viewed with ISOTEM or UNIT palettes.

9.)to check whether your cameo IS correctly colored, load the cameo palette to replace the current palette loaded. this can be done by clicking on the palette options near file and edit.

Thank you. What I'm trying to do here is modify the palettes themselves. I modified the unittem palette and I want to modify the cameo palette so they match. I'm not trying to individually modify cameo images. I'm trying to save time here.

Then copy unittem and rename it cameo.
