When I was playing SimCity 3000 unlimited I played the scenario with the crime problem in Russia. Guess who was running the Russian mob, Yuri. I thought it to be a reference to Red Alert 2.

the people in the sc3k mobs are just some pixel constructions you can't really identify...

besides I think SC3ku was released before WW belonged to EA (correct me if I'm wrong though)

He was running the mob, and the Russian mob not the civilian mobs started by them being upset. Plus both owned by EA, both are in Russia, both are criminals in one way or another.

Yuri, Vladmir, Boris, they're all very well-known Russian names so if there's a Russian name that needs using in a game, they tend to use one. Coincidence.
