he asked what they exactly do
ZFudgeColumn manually adjusts the unit in its z-axis for the rendering engine, to make its shadows and the unit itself fit behind a bridge with overpass support columns so it gets covered by the bridge or not. especially useful for shp units since they have no 3d body at all and the game has to know how big they are (width length height, where here height is the most important to know).
ZFudgeTunnel does the same for tunnel entrances. if a unit leaves or enters a tunnel and is visible through the concrete entrance roof you have to lower or raise (i dont know exactly) the zfudgetunnel-value

those work similar to the ActiveAnimZAdjust= tags in art.ini that define which body part covers which other body part
