Your best bet would be to look up some tutorials. The program you seek is called VXL_III but i highly recommend doing some reading first.

in a rules.in folder there is a unit list and at the end make a new number and add the tank code. then go below where all the other tanks are add the same code you did before "85=NEWTANK" and do this instead of adding a number [NEWTANK] and then copy and paste from another tank and edit how you feel fit, the same goes for infantry and buildings.

now for making a weapon do the same but you dont have too make a number for it (which is nice) so just go to the near bottom where other weapons are (known as primarys) and make a new entry.

to make new models you need an XCC mixer and XCC editor for this and a new ini file known as art.ini and that is it. i recomend putting this in your game since it is what taught me how to mod.

IT WILL TELL YOU WHERE TO PUT THE TEXT SO READ THE READ ME FILE.
also somewhere on the internet there is some ini rules files (i think cncden has them) made by moo man and also is edicational.

the first thing I'd do is get familiar with rules.ini, and how to edit it in notepad.
Once you get familiar with that, you'll have a better idea on hoow w the game functions, and the rest will be alot easier
