Name says it kinda, I am wondering if I get some of you 3D modelers to tell me of some good easy to learn 3D programs so I can do some work with C&C 3, Links and tutorials will be vary welcome.

If you want to mod C&C3 your only choice is 3dsmax 7 SP1 or above.

You don't need 3ds max, but you'd have to convert your models between formats (which can be a pain in the ass).
To get free modellers, lookfor for:
Blender (the best)
Wings3D
Anim8tor
Caligari Truespace 3.0

Yes you do.
You need access to 3dsmax or you can't use the exporter, whether that's through someone else with it is another matter.
