Nice! Shame it looks kinda blurred and the death anims are way too slow.

It's a blurry half-human half-penguin warrior from the distant future you say?

A Galbadian officer from FFVIII. Quite nice i must said. Now, the question is: why the Galbadian army only issued machineguns to their officers?

Cause they never had to face tanks, only kids that are obsurdly strong. Its movements are way too unnatural. Could also use quicker animations.

The model itself looks good, but the animations......
And it's just a bit blury, can you fix it? would make the overall qualety much better!

It's just a conversion from a public resource for Civilization III. Blurriness is probably because the unit had to be resized (Civ3 units are 3-2 times bigger than RA2 units, can't remember properly). And the slow animations are because they have more frames.
I doubt that the blurriness can be fixed, however fixing the speed of the animations is quite easy, you'll just need to delete some frames.
