At first, if you don't have XCC Tools, get them here:
http://xhp.xwis.net/

Install them and open a tool called XCC Mixer and then:
1.1 Open a mix file called RA2.mix that can be found from the RA2 folder.
1.2 You could also try a Find (ctrl+f and type Art.ini)
2. Then double-click Local.mix
3. Find Art.ini, right-click and click copy
4. Then the copied/extracted file can be found from the folder where XCC Tools is installed.

Instead of asking "where is *** file?", you should do what Arnold told you, use XCC Mixer's Find feature to find it, and follow these instructions to extract it. As the first link says, Find supports wildcards, and if you are modding Yuri's Revenge instead of plain RA2, you will need artmd.ini , not art.ini .
