I have gmax and I want to edit the SEAL Shp. It's a XIF file. Plain and simply, is there a way to open it?

a seal shp is a .shp file.
download the .shp editer found under tools on the main page of this site. To get to the file, you need XCC utilities, google it.

the seal is a 2d sprite, not a 3d model. just like all RA2/TS infantry.

The SHP editor won't open it, because it's a XIF file. What do I do?

where do you find .xif files? I have a vague idea of what you did, when u first opened XCC mixer there were maybe some files called .xif, but they might be imaginary.
