I just got my computer fixed, and I want to try moding, yet I cant seem to find all the tols. I currently have "Voxel Section Editor III 1.37" and I hear that I need a few more. Can you help a new modder out?

Most of the tools you may need can be found on the PPM homepage, under 'C&C Editing Tools' on the left.

You may also be interested in the XCC Mixer, and the 3ds2vxl converter.
