I don't get it. The first Soviet Red Alert cuscene was about a village in Europe.......wasn't it? Right?

I think he's babbling abou there might be a scene in RA3 where civilians are killed by the Soviets/Japs, just like the first Soviet mission in RA1, where you must kill civilians with Yak planes. And that town was somewhere in the Soviet Empire (it was not working together with the Communists)...
