I'm very confuse at that. As I know It is set where to draw ActiveAnim at Z Axis.

I try to set [BLOOD_3] to draw over [SACRLA_A] But when I set around number (0 to -150) [BLOOD_3] still draw under [SACRLA_A] but for [BLOOD_2] it draw above [SACRLA_A] that cause reason my confuse.

For ZAdjust only values between 125 and -125 are accepted.
So first lower the Zadjust from your first activeanim. I doubt that -100 is necessary, because this means the anim drawlayer should be 4 cells above the position where it is placed. (use always the lowest possible value)
Then raise the ZAdjust of your 3rd anim above the one of the first anim.

e.g.
ActiveAnimZAdjust=-50
ActiveAnimTwoZAdjust=-75
ActiveAnimThreeZAdjust=-100
should work.

Still not work. It still draw under. Maybe this cause problem.

ActiveAnimThreeX=30
ActiveAnimThreeY=10


for other building animation that has this tag it draw under other ActiveAnim but when not have this tag it draw above.
