I was wondering if it is possible to make moving sidebar image. For example when you hold your cursor over it it activates an animation (Maybe the rifleman salutes or shoots). Is this possible???

No, sadly the engine does not allow for that. Heck, I don't even think that ANY RTS have done such thing.
