Hi , I dont get again what im doing wrong this time , i have maked the nuke for alied becease i find this more realistic since wo2 and that stuff ,
but the nuke works ,

but when i try to make the weather control device for the rusian it does work but the dont attack with it :S, and even stranger the dont build it either, but im doing this on the same way i did with the nuke , its like im undistructable now , any one can help this noob again ?

will allow the soviet AI to make it

In future, you should check Modenc for questions like this. It is an encyclopedia of cnc modding and has many tutorials and explains just about everything in the rules(md).ini.

It would be quicker than asking forums, and doesn't run you the risk of being flamed by ppl like DCoder (Oh Noes! you asked a FAQ! *swears* *flames you* etc.)
