voices

I am looking for a program that can create new voices, not the voice recorder that comes with windows, something I can change the tones wand what not.

Your opinion of good, lol. I did that already that's why I posted this......well, wouldn't this be research for programs in helping creating. I wouldn't classify it as tools, because I would think tools are, xcc mixer, vxl, shp, hva and the editor as tools

Well, me I type in voice creating programs, sound effects or something like that...............that is not what I get. I believe my first was by Blaze audio.

I wouldn't google for "voice creating programs" if you want to get decent hits, you would google for something like "sound editing programs". The programs don't create the voices, they modify a recording of your (or some other voice actors) voice.
