If you have windows XP, open any wave file in the built in sound editor. Then, click file, save as... In the save as dialogue, click the change settings button (near where you click the save button.) Under the 'format' drop down menu, choose IMA ADPCM, then choose 22.050 kHz, 16 bits, mono. Then click ok and save, it will then work, i've tried it! Also, dont forget to add your song to the csf files and the theme.ini file.

I did it this way:

Convert the wav or mp3 file to 22050Hz 16bit mono Windows PCM wav with Cool Edit Pro 2.0 than convert it to aud with wav2aud.exe. I place the aud file into the game folder and manually edit the theme.ini file.

It works.

wrong. Tutorial has been edited. It is 16 bits mono according to Kravvitz and kravvitz is experienced with it. (My RA2 modding job was very limited...) and 4 bits makes no sense... even DOS games have 8 bits sounds or better... 4 bits is compared to a packman or worse Neutral...

Here is how I did it.

You will need XCC Mixer, XCC IMA ADPCM WAV Writer Plug-In, Command & Conquer: Red Alert 2 and WinAmp.
You can download the XCC utilities from http://xcc.tiberian.com/.
You can download WinAmp from http://www.winamp.com/.

Install and enable the XCC IMA ADPCM WAV Writer Plug-In. You go to output, then look for the plugin. Convert the songs you would like to add to RA2 by simply playing them with WinAmp. You won't get a prompt to save the file, this happens automatically..Start XCC Mixer.
Launch XCC Theme Writer. I got this from the XCC home page and it works. I was even able to edit the main menu screen music and skrimish loading music.
