It's not an Aircraft carrier, it's an Aircraft cruiser. It's 2 different things. Acording to the contract between USA and USSR, Soviet union never built aircraft carriers.
Aircraft carrier - it's just a swimming field for planes. It can't fight without planes.
Aircraft cruiser - it's a heavy armored ship that can fight alone with other ships even without planes. Every Aircraft carrier has AA and AG longe range missles. Planes is like an addition to all this. QUICK_EDIT

And an Aircraft cruiser can launch the planes to air-air dogfight/air-surface bombing and use the cruiser itself's anti-ship/anti-air weapon at the same time.

The biggest problem that you can attach only 2 weapons in RA2 Engine =/ QUICK_EDIT
no, because i have no clue in RA2 modding. I just read it somewhere and actually thought we have a tutorial here, but there is none.
From what i can remember you have to use the different Gattling gun stages to simulate more than one weapon.
In your case it should be something like this
WeaponCount=2
Weapon1=aircraftlauncher ;the weapon that starts the small planes
Weapon2=shipcannon ;the actual cannon used by the ship after the planes have lift off
