Mostly AI issues (AI buildings are controlled in rules[md].ini) and the fact of asking why you might be needing 15 different PROC-type buildings.

The refineries will all work fine as a human but the AI will have some issues since it's not hardwired to work with more than 2. Don't let the Slave Miner fool you, it's a hack on the old system.
Even Yuri's Army doesn't build refineries properly if you turn off Slave Miners. QUICK_EDIT
