What? The only similarity I see is the T-shaped visor. That's like saying "omg GDI soldiers were based on US Astronauts becuz they both wear helmets!"

Nod's helmets look more like WWII German helmets if anything, just remove the front visor thing and boom, instant Kraut helmet.

theres HUGE similarities between G.I.Joe and Westwoods stuff. The helmets kinda look the same, but the majority of the similarities lie in the larger picture, not the fine details
