welcome aboard

yes, you can do that.
The easy way is to use one of the existing terrain pieces and apply it to the pavement
e.g.
in art.ini change [GAPAVE] to have a 3x3 foundation and
in rules.ini change [GAPAVE] to have ToTile=Proad03 instead of ToTile=pvclr01
this way you now build the crossroads which are often used as landing zones.

the more complicated way would be, if you add new terrain and then use this instead.

Only if you change the images themselves. Extract them from the mix files and recolor them.

When I read this thread, I got the idea to make Paved Roads buildable in the game. I got the normal road bits and the Crossroads to work, however I need assistance with the stripes and the ends of the road.

I need to know what I have to insert into the "ToTile=" key.
For the normal roads, its proad1 and proad2.

But what about the ending bits and the stripes ?

Just look in the mix files for their name.
