I saw this done a few times, but i wasnt sure if they just did it and threw the hva in before the voxel part, can a vxl work without an hva? depending on the unit right?

As far as I've seen, voxels without hva crash the game. The HVA data is required to render the voxel.

Game crashes if its a projectile, if its a vehicle, it just become invisible
