Ok, probably a stupid question, but I have all the tools needed to view the .big files, I have bin opener, FinalBig, the works, but which .bin, .relo, or .manifest am I looking for that contains the equivalent to rules.ini?

there will be no rules.ini. Theres a seperate ini for every object, and everything is grouped together that isn't an object, I only mod generals, so heck, they might break it into even more xmls

There are no .ini file in RA3.

All files are done in xml format, but the layout of stuff is slightly reminiscent of gens.
