na, all he has to do is add this to the map file. Then if the Random option is used it's only gonna choose between America or Russia. Assuming you left Neutral and special in, it goes like this. Make sure the [Countries] list matches the [Houses] list that is already in the map file.

Except that [Countries] & [Houses] sections in multiplayer maps do not seem to do much, and definitely do not have anything to do with country selection. Long story short, despite your map configurations Cranium, I am positive that game will still select any of the countries you didn't specify through random country selector. There's no true way to fix this issue without using a patch, but Bolt's solution might work out fairly well. QUICK_EDIT
well I just did the same tests as earlier just to make sure, and same thing, I started the game, quit, restarted, quit, restarted, etc,etc,etc, about 25 times. and same results. Never, not once got any other faction besides Americans or Russians. I used Random each and everytime.
@OmegaBolt, yeah it would be a pain if you had to update alot of maps this way, but I'm assuming he's just using it for a certain map he's making. Otherwise, no this wouldnt be a good idea if several maps need updating. _________________

Well I did some more tests upon it, whilst your claims are not completely wrong, I was still right. Map settings have nothing to do with it. Apparently in Red Alert 2 (v. 1.006 atleast) the random country selection either:
1: Does not consider Multiplay=no countries at all
2: Has gigantic bias towards countries with Multiplay=yes in contrast to ones with it set to 'no'.
Altough i'm leaning towards the former here.
This behaviour is completely different in comparison to YR, where Multiplay=no countries are still frequently chosen in random country selection. So yeah, I guess yet another of those things that actually works better in RA2 than in YR. QUICK_EDIT
sometimes I can be quite the idiot. I just ran some more tests. This time with a different unaltered map, and got the same results. So you are correct Starkku, RA2 ver 1.006 dosent read countries that are marked Multiplay=no. even using Random pick. _________________

How about a template map? If these are for maps you create yourself, You have country a, b, c, d, e, f, g, but some maps you only want a, c, d then make a map using cranium's idea. save it with nothing on it, just blank naming like A, C, D this way you know what countries can be used. Then create your map and save it giving it a different name. I don't think that editing maps will work. In fact, it may even cause an IE.
Here's my reasoning: You or the game (through the Random option) have already selected your country in the skirmish or multiplayer settings screen prior to starting the match. The game then tries to load the map which now tells the game that players aren't supposed to be able to play as certain countries or sides, possibly including the country/side you've chosen. Basically, your idea shouldn't work because of when the game reads the map data. QUICK_EDIT
