How do I go about doing this? like have street lights shine down on road, and maybe have the spotlight shine a light towards the building?

Be wary as an alphaimage will show through everything, even the buildings that are in front of the building that casts the alphalight. Thus I would avoid large alphaimages, depending on where you use them.

For the building, the best way would be to render a single frame of animation that has a light shining on it from that direction and then make a small cone of light for the spotlight building an alpha light... IMO anyhow.
