Pool teams are just reserves, or defensive teams iirc.. It's been a while since i messed with AI though.

Correct.
In TS/RA2 they are mostly used to defend the base, and can be used as a resource for new teams.

Pool teams are used as the basis of recruiter teams, but they can do anything really. At least... I use them in that manner...
