As the topic title states... What's the best program for making music? I'd like to try my hand at something new. And, preferably, something easy for a beginner, if that's possible.

There aren't any begginner tools, well except Mixcraft/Apple's Garageband, but you have many options:
-Cubase
-FL Studio
-SONAR

etc.

There are like 3 main plugin formats, resp. VST, DX and another one, tho VST is the most common.

Also, google KVR and Digital Audio Workstation.

Anvil Studio is pretty easy to use (and free). Though its only for midi stuff.

The best way to create music is by writing it note by note on a score and by recording it.
It's necessary to learn to do both things, but my case is an exception, because right now I'm focusing on creating music rather than making it sound, so I just write scores.
The program I use it's Noteworthy Composer. It weighs around 3MB and its capabilities are almost unlimited. The best part of it is its very easy-to-use and intuitive interface, and its poliphonic capabilities (ideal for mixing parts).
There are other more popular ones, like Finale, I've heard good comments about it.
For working with the music you created in those kind of programs and make it sound really good, I recommend Reason, it's a very powerful tool.
For recording, I don't have one, but there are lots of them with very good quality. The one I've heard the most is Nuendo, but I don't really know if it's the best, sorry.
I hope to help.

For recording I'd suggest:
-Kristal
-Audacity (version 1.2.6 because newest beta 1.3.12 may not be stable)

-Wavepad sound editor
