i'm away from my computer for a long while so i can't check my code.
this wasn't my choice.
anyway i'm worried i have a bug in the vxl bounds code and i can't sleep well because of it.

i need someone to test for me.
make a 3ds model. a box will be fine.
make sure it is way off-center and make sure in 3ds2vxl that "estimate origin" is unticked.
now voxelize it twice. once with "voxel dot distance" set to 1 and then the other time with it set to 0.5 or 0.25 or 2 or 3 or something that is obvious.
now check if the bounds the second time are the same as the first time except that they are multiplied by the "voxel dot distance"

actually nevermind. i tested it myself using Anim8or, 3ds2vxl that i got from here, and OSHVABuilder and it looks visually to be working correctly.

i did notice some other odd problems though. OSHVABuilder doesn't start except when i reinstall it everytime and lauch from there. plus the viewer in 3ds2vxl doesn't seem to work and when running the voxelizer sometimes the program doesn't end properly but the voxelization still finishes apparently. i wonder if all this is caused by using a computer with Windows 7 instead of Windows XP.

I tested it too, and didnt seem to find anything unusual. It's been working pretty good for me for the last 2 yrs Though the viewer as you said dosent work and I dont really think it ever has. Atleast not for me it hasnt.
