So is their a pallet that just contains every color that a computer supports? I ask because I am sick of going into game to find pink spots on my recently rendered building. Then going back to SHP Builder to "fix" the problem. So does anyone have one or is it possible?

What? A SHP "palette" contains 256 colours. You can't expand that limit.

When you convert your building renders to SHPs, shouldn't the colours on the render naturally swap into the closest matching colours on the SHP palette?

Wouldn't that totally defeat the purpose to have a palette in the first place? The game uses palettes to convert an index to a color. For an ordered palette with all possible colors, the index value always equals the color value, making the palette lookup obsolete.
If you want I can generate such a file for you. It will have a size of about 48MB. The game won't be able to use it, but you could print it out for reference.

The pink spots are probably because you are using the TS unittem pal & not the RA2 one, just make sure you have the correct pal selected when you import the image.

If you can customize a pallet, then give all buildings its own. That will be the perfect match. But takes some time to convert all buildings into its own pallet.

I like Kenosis's idea.
@Mig Eater: When I render my "shp" in blender, blender doesn't give a crap. Unless their is some way to use a pallet in blender that instantly makes the image convert to the said pallet. By the way... I don't import my images, seeing as last time I tried that it crapped out on me.

Another thing I would like to ask, if their a way to auto-generate shadow frames?

IIRC, you make all the textures on the building the same colour as the blue planar base, and then render it - the shadows will show up, but the building will blend to the background.

A super pallet... Sounds like too much of a hassle to be of use.

So my only hope is to start working with the import system of SHP Builder. Then for my other question, I will need you to elaborate for me, Orac. I am not following what you are saying with the "blue planar base"

If you have trouble at importing, change the background color at importing, since usually that messes up the procedure. After the import, use Color Schemes > Custom Schemes > Kill 0-15 and 240-255 colors and all'll work well.

It's really easy for photoshop to do it. but to make things easy, make all the colors in the pallet that show up as pink ingame as pink, then save it over the original unitem/isotem pallet in .shp builder's core files. This will eliminate that problem altogether.
