I wanna make a laser general in allied sides like c&c zh, but even so, it needs a few things. Example, Laser general, tons of new units but almost same buildings (Like cold fusion reactor, supply center) in Shockwave mod than vanilla USA but different AI right?

So how can I make a new side that builds almost the same buildings, base defences but different units and superweapons than vanilla Allied. New country, new AIs', a new side etc. (I'm using ares)

you'll have to edit the aimd.ini, get yourself a copy od dcoders ai editor. Makes things simplified.
Scan your rulesmd.ini for units with
RequiresStolenSovietTech=yes
RequiresStolenAlliedTech=yes
RequiresStolenThirdTech=yes
and look at how thier used. I believe it works with buildings that have Spyable=yes
