Assuming we are talking about audio.bag of Red Alert 2 & Yuri's Revenge...

XCC Mixer. 'Launch' -> 'XCC Sound Editor' -> 'Red Alert 2' / 'Red Alert 2: Yuri's Revenge' depending on which one you're modding.

This extracts audio.bag & audio.idx to your RA2 directory unless you've already done so manually (they're located in audio.mix inside language.mix for RA2 and audiomd.mix inside langmd.mix for YR).

It should also open the sound editor window for you straight away, so you can just drap & drop your new sounds there. Any subsequent edits you need to do through 'Open' option, using file browser to select your audio.bag & audio.idx files respectively to open them.

Of course any new sounds you add need to be in correct format. Game only supports uncompressed PCM wave files and IMA ADPCM compressed wave files. Most of the sounds in game are 22050hz mono-channel IMA ADPCM files. I can't remember if XCC Mixer conversion tool worked correctly. If it doesn't, you need another program to do the conversion job for you if your sounds are not in correct format.

Oh yeah, since you opened it, most likely you are trying to add some of wavs in there. Maybe you want to extract sounds from .bag
But in case that you want to add some sounds, that you need some sounds, especially from Generals/Zero Hour voices or such, just contact me, I will extract it for you.
