Is it possible to get the models of the RA2 buildings into a 3d program, for example 3D Max?

No. You can't upscale 2D into 3D.

But I think you can take ra2 structures as textures you only have to skin the model you want and texture it.

I was in a discussion on this a while back. Long enough to where I cant remember all the details. We discussed about possible converting .shp to .vxl, then using vxlseIII to convert .vxl to .obj

With Banshees new vxlseIII functions with the Image/Hieght map importing tool, this just might be possible. But I experienced some issues with it and not sure if Banshee updated that tool or not.

Buildings - You'd need to remake them
Vehicles - You could import them as .objs, then edit them
Infantry - Bwahahahaha. No. You'd need to remake them too
