does anyone know where to change and to which values in game.exe
to change this colors on list (names of them too if possible)

My knowledge of TS modding may be rusty, but I remember that in rules.ini there is a whole list of colours under [Colours]. Some of these values are linked to the ones in the list you mention. I'm not sure if you could change the names of the colours there as well, or if that's hardcoded in the exe.

but they only apply ingame

I'm not 100% sure but I think language.dll is the thing you're looking for.

The color the font uses may be set by a palette in a mix file

Its not in LANGUAGE.DLL, its not a palette. Its a array of RGB Hex bytes hard coded into the executable. There is a tutorial around here somewhere.
