i guess you made the left and right wheel in the same section to reduce the amount of work/sections. If that's the case, then this is often a reason for wrong rendering.
If you put each single moving part in a separate section and then place them in hva builder, they should also work fine ingame.
for example my hexapod works fine with its 6 legs with each leg consisting of 2 parts.
None the less a really cool tank you've made there.

I would guess the tracks are separate voxel sections that alternate/swap their position from each other to give the effect that they are moving. Each track link represented by colour (not a separate object) differs from each other by one link. Its something I have tried as well. Hope that is correct and also makes sense:P
Not sure about this but would the animations continue if the unit stopped moving? QUICK_EDIT
LKO's hexapod works fine because the legs are at some distance from the main body. the tracks on this tank tho are within the same space as the hull so the game has problems knowing what order to render them in. Cutting the fenders off the hull & making them two separate sections might fix the problem. _________________
