-create a 3d model
-add bones
-connect the 3dmodel to the bones (search for "rigging" and "skinning" tutorials)
-use ik-solver to make the bones of legs and arms work realistic
-use keyframes (3dsmax) to set the animation steps of the ik-solver and single bones
-render the animation into single frames
-convert the single frames into a shp using SHP-Builder or XCC-Mixer

Are there any scripts that make it easy? Like a 3d to shp quick render that makes a blue instead of black background? or a 3ds to voxel script? I think the best way for me to learn this stuff is youtube but thanks for telling me what to look for.

DonutArnold's RA2 and TS render templates are good for the making the background blue thing. They do regular TS/RA2 building lighting, though, rather than messing with the shadow locations.

I believe Raminator or someone made an infantry creation kit too.
