Im planning to mod TS 1.17 where the orca transports works perfectly, but is there some way how to make "Save Game" optinon available in skirmish without using any higher patch?

I'm going to go ahead and guess that no, or at least not without some pretty serious hacks.
It's not a logic so much as a whole infrastructure, which is apparently not there in 1.17. You're probably not going to get it by changing a few bytes somewhere (but I could be wrong, it's available in campaign, so meh).

If it works at all like RA, then it should be possible, though probably difficult. I know that someone (Hyper?) mostly got saves working in RA, but there were a few campaign-specific checks and data in the saves which made it break somewhat.

wouldn't it be easier, atleast from Hyper's side
to "port" orca tran code to newer version than
to hack old for new feature ?

Adding the save game feature to a older patch does not really work, as the system changed when they introduced skirmish save games.

2.00 (IIRC) and above can save the old format, as well as the new.
