Dolphin in Infantry Sequence. Along the way I discovered its East Firing Frames and the "Cheer" also has a misplaced Frame.

Usable for anyone if you ever found a way to make infantry buildable at naval yards or a naval barracks...

Well from what I've heard next best thing is making a Dolphin Kennel of some sorts...

Edit: I've added a converted RA1 Soviet submarine Pen. Looks close enough to be an allied Dolphin Cove Building...

Up to you if you want to make Dolphins as Infantry.
