What is the most powerful tool that makes shps smaller or graphics smaller? And if it's free could it be built into the bs shp editor?

huh?
SHP Builder -> Edit -> Resize Canvas

Other than that, you can't compare the 3 compression algorithms of SHPs with any other image format like JPG compression.

You seem to compare apples with pears.

I notice paint shop pro 10 when it resizes and infantry it's clearer then when paint shop pro 7 does so.

use SHP builders resize. It works pretty good and even avoids that unit colors fade into the black (ingame transparent) background when you resize them.

He's telling you that the game doesn't support anti-aliasing so SHP builder is the best choice. Resizing things with Photoshop or Paint Shop Pro without Anti-aliasing yields the same result but takes longer.

BUT if you want to resize a cameo, I think paint shop pro is one of the best options available Wink And Photoshop, and GIMP, etc

I removed the blue background, resized, and made lots of copys and merged them together unfadding them and they look a bit better than os shp builder though I could be wrong. Maybe I should test that out myself.

Technically you should resize prior to lowering to 256 colors as resizing 256 color pixels has more notable quality reducing effects.
