This problem has been keep ongoing for past one week. Anytime when I play on any skirmish, the speed will go fine just as it is. Then later on as I keep on playing the map, the game will lag for 1 second then back to normal. Then again after another few minutes, it lag again and back to normal. Wtfh is that? Is that normal or something that needs to be fixed?

Hard to tell without further infos.

Do you modded the game? If yes, what did you change?

You still have the savegame? If yes let others test it.
Check the AI bases if there are many units which got stuck and try every few minutes to break out of this misery. Or Superweapons kill huge amounts of units every few minutes and force the game to create tons of anims at the same time.

Though it could be also a hardware issue. I once had a PC (many years ago) which had a broken inner clock and games ran in completely strange speeds.

Maybe also check your PC sensors. One of the components might overheat and temporarily slow down.

I replaced the modded rulesmd.ini to the orignal one and the result is still the same. I don't believe it is AI issue, because when I destroy AI and they still have few structures left, it still lag randomly. Let me see if this lag goes away when i restart it.

The lag went away after i restarted computer. Smile  But still weird.

Do you have only 512MB RAM?
A full ram can cause this too, so the game is forced to swap data on your hdd.

Nope, my RAM is 3.00GB and it is laptop  Laughing but im buying new and better laptop soon somewhat in next few months.

Well, 20 tabs in your browser with each playing a 10 hour video can fill the ram pretty quick too.
