second damage stage?

Well, as you know, most RA2 buildings have 3 stages in the .shp:
a normal stage, a damaged stage, and a second damage stage.

However, the last one is not normally shown in the game. to the point many modders just replace it with a placeholder when making buildings.

¿Is there a waythe game shows the second damaged stage?

The 3rd frame is used when the building is garrisoned.
